The HSE Management System (HSE-MS) is an organic composition of the organizational structure, responsibilities, procedures, processes, resources and more elements that implement health, safety and environment management as a whole. These element form a dynamic management system through the advanced, scientific, systematic mode of operation of the integration, interrelation and interaction organically. Because safety, environment and health management are closely related in the actual work process, it is necessary for modern petrochemical enterprises to form a comprehensive management system for health, safety and the environment in view of the characteristics of high pollution and high risk in the petrochemical industry.
ISO/CD14690 "Health, Safety and Environmental Management System for Oil and Gas Industry" issued by ISO in June 1996 became a milestone for the general implementation of HSE management system in the international oil industry, and promoted HSE management system to enter a period of vigorous development worldwide. In 1997, China referred to this standard and combined with the characteristics of the domestic oil industry and assign the former China National Petroleum Corporation to release the national oil and gas industry standard SY/T 6276-1997 "Health, Safety and Environmental Management System for Oil and Gas Industry", which became the standard document for the establishment of HSE management system in the domestic oil industry.
The enterprise standard Q/CNPC 104.1-2004 established by China National Petroleum Corporation in 2004 expanded the the existing technical content of SY/T 6276-1997 "Health, Safety and Environment Management System in Oil and Gas Industry, absorbed the existing technical content of the international relevant occupational health and safety management system (OHSMS), environment management system (EMS), and give full consideration to the risk characteristics of petroleum and petrochemical industry. A set of structural dynamic management system was formed through the advanced and scientific operation pattern to unify the 26 key elements organically together and the correlated interaction. Through risk analysis in advance, it determines the possible hazards and consequences of the organization's own activities, so as to take effective preventive measures and control measures to control and reduce the possible injuries to personnel, property losses and environmental pollution. The standard with a high degree of self-restraint, self-improvement, self-improvement mechanism highlights the principle of prevention in advance and continuous improvement is a modern management model and management system. Q/CNPC 104.1-2004 system realized the transition of health, safety and environmental management of CNPC from follow-up management to leap-type management.

The attention of Petroleum and petrochemical companies in the world to the management of HSE has been generally improved, and the management of HSE has become the trend and theme of the world. HSE management system has brought good economic benefits and social image to petroleum and petrochemical organizations.
